  • Federal Government Solutions (FGS) Chief Compliance Officer (CCO) *

    The FGS CCO will be responsible for the effectiveness of the ethics, compliance, internal controls, and privacy programs that are specific to FGS subsidiaries and business units. The FGS CCO will coordinate as appropriate with the various compliance directors and aligned legal counsel (currently includes National Government Services, Inc. (NGS), the Federal Employee Program (FEP), and FGS Procurement Compliance). As a direct report to the FGS President and member of the FGS senior leadership team, the FGS CCO is expected to brief FGS senior management on compliance-related issues, trends, training initiatives, and goals across the FGS organization. Additionally, the FGS CCO is expected to interface with the Anthem CCO and participate in enterprise-wide compliance initiatives on behalf of FGS. The FGS CCO is responsible for working closely with aligned legal business partner(s) on all matters involving legal, regulatory, and/or contract compliance.

    The FGS CCO will participate as a leader and subject matter expert on FGS-specific compliance areas, including, but not limited to, Federal Acquisition Regulation (FAR), Organizational Conflicts of Interest (OCI), Procurement Integrity Act (PIA), Cost Accounting Standards (CAS), Health and Human Services (HHS) / Centers for Medicare & Medicaid Services (CMS), Office of Personnel Management (OPM), Medicare Administrative Contracts (MAC), Health Insurance Portability and Accountability Act (HIPAA), privacy & security (including cybersecurity), internal and external audit, compliance plan development, mandatory and voluntary disclosures, internal investigations, and employee disciplinary recommendations.

    The FGS CCO is expected to be an effective communicator who is comfortable briefing all levels of senior management. Ability to interpret and operationalize complex regulatory, contractual, and legal documents is required. The FGS CCO is expected is be an ethics and compliance champion with a stellar record of ethical decision making and understanding the business need for strong compliance.

    Primary duties may include, but are not limited to:

    • Oversight of the effectiveness of FGS compliance, audit, and privacy programs.

    • Ensure the effectiveness of organizational conflict of interest compliance and mitigation.

    • Liaise with Anthem CCO to ensure FGS policies and procedures align with corporate policies and procedures where applicable, and that FGS business units are properly excluded from Anthem’s policies and procedures where necessary.

    • Liaise with Anthem enterprise-wide mandated projects and achieves business operational compliance with all measures related to compliance, HIPAA, Sarbanes-Oxley (SOX), and privacy & security.


    • Requires a B.A. / B.S. degree; J.D. preferred.

    • 10 years of compliance experience, including substantive experience with federal government contracting-specific compliance programs, a detailed understanding of the Federal Acquisition Regulation (FAR) environment, internal and external audit management, and 6 years of management experience (or a combination of education and experience that would provide an equivalent background).
