POSITION OVERVIEW :
The NTCMS Deputy program Manager assists the Senior Program and Site Manager in providing direction and management for the National Training Center Mission Support (NTCMS) project and ensuring on-schedule completion within or below budget in accordance with contractual obligations. The Deputy Site Manager is responsible for assisting in NTCMS scope development, scope management and performance of the project to meet client goals and objectives. In conjunction with the Site Manager, plans and defines operational goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Must be familiar with the integration of engineering/technical aspects, as well as procurement activities.
SPECIFIC RESPONSIBILITIES :
Responsible for all aspects of rotational/training execution and daily operations of Parsons and subcontractors.
Has management coordination and oversight responsibility for synchronizing operational aspects to meet the training plan requirements for Parsons and subcontractors. The operational aspects include daily operations, monitoring/reporting and employee training responsibilities with operations; range and instrumentation support operations; and, life-cycle maintenance operations where applicable.
Primary responsibility is to act as the Company representative in the absence of or at the direction of the Site Manager with the client and subcontractors during program execution. Negotiates changes to the scope of work with the client and subcontractors. Markets and secures additional work with client. Responsible for following up on instructions and commitments associated with the project.
May participate in negotiations with regulatory agencies and in public meetings in support of clients.
Oversees establishment and execution of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documented plans as required.
Assesses project issues and implements resolutions to achieve project and client goals and objectives. Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.
Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Participates in the interview and selection process, including making hiring recommendations.
Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
Responds to Union concerns and works to resolve them. Works to ensure minimal grievances with the Union(s).
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project as required.Ensures that the project meets or exceeds goals established in these plans.
Works with key project individuals to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client
and company management of any such changes. Assists the Project Manager in maintaining current and timely change orders.
Promotes technical and commercial excellence on the project through application of Parsons Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program including significant milestones and any conditions which would affect project cost or schedule. Establishes meetings as necessary to review project status and formulate action items.
Performs other responsibilities associated with this position as may be appropriate.
Masters degree in related technical/business field and at least 15 years of related Army experience is required.
Experience with the Decisive Action Training Environment highly desired.
Previous Army CTC experience, with knowledge of live fire operations, range operations, and training instrumentation capabilities.
Clear understanding of the Army training methodology and After-Action Review process required.
Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related projects.
Possess and maintain eligibility for a minimum SECRET clearance.
