  • Anticipate short- and long-term energy product requirements of BVES through constant review of historical usage, projected community plans for growth and review of the forecast analytics provided by Energy Resource Department (ERD).

  • Keep abreast of all energy market issues presented through subscription reports purchased by ERD along with CAISO, DOE, and CPUC web-sights.

  • Assist ERD manager in negotiating, establishing, and evaluating long-term contracts with energy product suppliers adequate to meet the projected needs of BVES for up to 10-year horizons, incorporating adequate protection for market risk, and assuring BVES remains compliant with Renewable Portfolio Standards, Green House Gas Emission Standards, Efficiency standards, and Resource Adequacy Standards .

  • Monitor regulatory activities involving power supply at state and federal agencies, and communicate status of significant regulatory issues to BVES management.

  • Check and approve daily energy load forecasts provided by BVES’ Energy Analyst.

  • Participate in the forecast improvement process with the ERD Manager and the Energy Analyst.

  • Work with power scheduling agent on transactions to procure and sell energy in day-ahead markets to reduce BVES costs and to balance resources.

  • Work with Energy Analyst to produce daily energy report to all BVES departments , addressing day ahead forecast of BVES hourly energy demand , market trends, market disruptions, weather, and energy prices, along with Bear Valley Power Supply portfolio requirement (BVES Power Contracts, Gas Fired Power Plant, BVES Solar Plant, BVES customer DG Solar, and BVES stored energy).

  • Work with ERD manager and Energy Analyst to produce the Integrated Resource Plan on a Bi-Annual Basis.

  • Review monthly power resource invoices and provide estimates of monthly accruals.

  • Keep all required regulatory compliance reports, related to energy and fuel resources up to date.

  • Write testimony on the supply cost management for General Rate Cases.


  • Bachelor’s degree in Economics, Business, or related field.

  • Minimum five years’ experience with energy procurement functions.

  • Excellent oral and written communication skills.

  • Demonstrated negotiation and analytical skills.

  • Extensive experience with regulatory and legislative processes in California preferred; however, other state regulatory experience will be considered.

  • Valid California drivers’ license.
